Non-Profit Opportunities for Participation at CFC Events

The LFCC and PCFO welcomes federated groups and charitable agencies approved for participation in the 2007 CFC of Central Maryland for involvement in non-solicitation events approved by the LFCC and the Federal installation during the campaign period (September 1 through December 15).

However, many times Federal installation managers will decline to hold such events or will restrict an event to Federal employee participation only. To accommodate the needs of the Federal installation sponsoring a CFC event and to provide an opportunity to involve federated groups and charitable organizations in these events, coordination for participation by charitable organizations will be primarily through the Loaned Executives (LEs). LEs are responsible for coordinating with Federal installation campaign managers and coordinators, the PCFO, and charitable organizations for any desired attendance or participation at non-solicitation events.

During the campaign period, the PCFO maintains a list of agency speakers available for invitation to participate at Federal installation non-solicitation events. For a charity to be placed on the CFC Agency Speakers’ Bureau listing, the organization must notify the PCFO no later than September 6 of the campaign year. The LFCC ensures that the PCFO will provide as many agencies registered for the CFC Agency Speakers Bureau are given a rotational opportunity to participate at CFC events sponsored by Federal installations during the campaign. The number of charities utilized to participate in any campaign year will be determined by the manager of Federal installations holding CFC events and their request for such participation.

Whenever a Federal agency sponsors non-solicitation events and requests charitable agencies participation by name, the PCFO will make every effort to honor the Federal agency’s request. Because space may be limited, the PCFO may contact more charitable agencies or federations than required by the Federal installation and accept receipt of organizations’ responses until the available spaces are filled. Those charitable organizations responding within the allowable number will be extended the invitation to participate. Agencies notified about the event that did not receive an invitation to participate will receive first consideration for participation at future events. Whenever a Federal agency does not request charitable agencies by name to participate at their sponsored CFC event, the PCFO will extend the invitation to charities on the Agency Speaker Bureau list on a rotational basis.

Federal installations have discretion to invite any approved charitable agency to participate in agency sponsored CFC events. To ensure that charitable agencies are afforded an opportunity to participate in such events, Federal installations may wish to use a process whereby all federated groups and charitable organizations are notified of the event, how to request participation, and any restrictions or limitations to participating in the event.
